Am I able to choose whether or not my clients are able to book appointments through my site?

Yes, under Settings / Configuration / Advanced / Client Booking limits, select ‘Yes’ or ‘No’ to Allow Clients to Create Appts. This is a global setting. You can disable individual client access by selecting the client’s name in the appointment info window from your company calendar, or in the Clients tab, and selecting ‘Book Online’ to 'No'.
