Am I able to control whether or not clients can book appointments online?

Yes, under Settings / Calendar Settings / Client Booking limits, select ‘Yes’ or ‘No’ to Allow Clients to Book Appointments Online. This is a global setting.

You can disable individual client access by editing the client profile from the Client List page, and setting ‘Book Online’ to 'No' in the Booking Settings section.
